These are troubled and wearying times. Gloom and despondency stare us in the face every day. It is not an easy job that we do at the best of times - and these are hardly the best of times. None of us like having to preside over swingeing budget cuts. None of us came into public service to make public services worse. And none of us enjoy having to axe people's jobs.
