The hit comedy The IT Crowd has probably done to IT managers what Yes Minister did to civil servants by containing some truths extrapolated to absurdity. But IT nowadays is less about hardware, cables and boxes and much more about transformation and service redesign. There are few local authority services for which IT is not a means to an end, namely improvement, efficiency and change. Indeed, staff working for Steve Halliday, the head of IT at Solihull MBC and new president of SOCITM, work primarily across their council based in services other than the IT department.
