Councils should create more apprenticeships through procurement to help tackle the rising number of unemployed young people, according to a new report. The report, by the Association of Chief Executives of Voluntary Organisations' (ACEVO) commission on youth unemployment, recommended a number of measures to increase job opportunities, including more apprenticeships.
