Thurrock Council's leader has threatened a judicial review of Highways England's plan for a Lower Thames Crossing. Councillors are concerned that the proposed new tunnel under the River Thames - linking Essex and Kent - would stymie Thurrock's ability to deliver new housing as part of its Local Plan. Thurrock's Labour leader, Cllr Rob Gledhill, warned the project would 'smash through greenbelt land, damage development opportunities and effectively cut the borough in half’.
