A council that relied on reserves to cover budget shortfalls in 2017/18 has been told by auditors it now faces 'hard decisions'.Worcestershire CC last year achieved £ 19.1m of savings, amounting to just 68% of its target of £27.9m, according to draft audit findings for the last financial year carried out by Grant Thornton.The report read: 'The council's financial position has started to erode as a result of limited success in achieving savings plans.
