Michael Heseltine is one of those rare political figures who fulfils the dual criteria of being a genuine 'big beast' of the political jungle (pun absolutely intended) while at the same time being sincerely interested in the fortunes of local government and the plurality we represent. He's also someone who I find myself in agreement with much more frequently than not.His recent proclamation on the merits of mayors and unitary councils is classic 'Tarzan'. He calls on us to clear everything up with one great, swashbuckling policy; at once removing the ambiguity and duplicated resourcing of two-tier local government and installing superstar elected mayors to lead their grateful communities to the promised land!
