It has been an uncomfortable Christmas break for those managers working in local authorities categorised as weak or poor - or indeed fair - in the CPA tables published last month. They will have spent much time on long walks after the turkey wondering what the future this year holds for them at work and knowing that whether it means promotion or extinction it certainly promises upheaval. The buzzword now is 'transformational leadership' as low performing councils grapple with turning round their moribund structures and the demand for such leaders appears to be insatiable.
