Two-thirds of councils have been given three or four-star ratings in the latest CPA league tables, but they are failing on value for money. Councils have proved the new 'harder test' CPA is not too hard. But, despite meeting government efficiency targets, half of all councils are achieving at or below the minimum requirements on value for money, the Audit Commission has claimed. Local Government Association chairman Sir Sandy Bruce-Lockhart said: 'Councils are achieving more efficiency savings than any part of the public sector - to the tune of £58m a month.' But he said it was 'gravely disappointing' that the Audit Commission had not raised the issue with the LGA. Commission chairman James Strachan said he was 'concerned' at the level of value the commission found. ' Improving value for taxpayers' money is the real challenge for the year ahead,'he said.
