Social workers should act 'more like detectives' in tackling child sexual exploitation (CSE), a major local authority report on the issue has suggested. In a candid study outlining its response to a local street-grooming scandal, Oxfordshire CC warned that while it had learned many lessons from the case, all authorities must continue to improve their handling of CSE. The 48-page document compiled by the county in the wake of 'Operation Bullfinch' - a police investigation which uncovered evidence that six girls were 'groomed' by a gang - does not shirk from calling for continued improvements to local and national children's services.
