Alternative measures should be introduced in cases where poorly-performing councils refuse to engage with sector-led improvement, the leader of the Local Government Association's (LGA) independent group has said. Cllr Marianne Overton told The MJ it was rare for councils to opt out, but a system was needed to deal with those that refused. Speaking during a consultation by the LGA on sector-led improvement, Cllr Overton said: 'There is the issue that councils can opt out. We do try to encourage them. Some places are a bit reluctant. 'If a council refuses to engage and is clearly not performing as the public deserves, then we would like the Government to go back to other measures. If they don't engage, there ought to be some other system that comes back into play. 'If there were some alternative measures that they would have to succumb to if they didn't take our measures, that would be fairer from the public's view.'
