Currently there are 11 U.S. states and 12 foreign countries that have enacted container deposit legislation ("bottle bills"), explained Betty McLaughlin of the Container Recycling Institute on a panel discussing the pros and cons of bottle bills at the 40th Annual Waste Expo held in Chicago last month. She stressed that container deposits achieve important environmental goals that control litter, increase recycling, reduce energy consumption, reduce greenhouse gas emissions, and conserve natural resources.
