Three-dimensional warfare is of paramount importance for most of the upcoming new-construction frigate programmes in Europe. Thanks to the progress made in the development of shipboard automation systems, communications, sensors and weapons, the next-generation frigate can do more with less numbers. Despite obvious national differences, there are some factors in common, including a high degree of modularity, integrated masts, dual-band radars, multi-mission spaces and the ability to operate the plethora of unmanned systems. Three-dimensional warfare also means the establishment of a reliable at-sea BMD capability. Decisionmaking in three countries - Denmark, Germany and the Netherlands - will certainly have an impact on the future of a robust shipboard BMD capability in Europe, with both in-service and new-construction frigates playing a crucial role in the 2020s. With qualification of the Thales Nederland SMART-L MM/N (Multi-Mission/Naval) system, the fleets of Denmark, Germany and the Netherlands can get 'green light' for their next step of their BMD journey. The German Parliament decided in December 2016 to retrofit three F124 (SACHSEN class) frigates with the new radar. There is a "strong requirement for a ship-based early warning system" in the German Navy, according to sources in Berlin, to "complement planned capabilities of other NATO partners [e.g., the Netherlands]." On this naval aspect, the Navy is collaborating closely with the RNIN and the Royal Danish Navy (RDN), "with the objective to adapt existing sensors, so they would be able to detect incoming missiles within and above the atmosphere and to guide interceptors to their targets," an analysis recently published by the German Institute for International and Security Affairs reads. The paper continues, the German Navy Command in Rostock has been leading trilateral efforts since April 2015 to develop a capability to intercept missiles outside the atmosphere. Germany's leading role is particularly significant because these efforts are taking place in the context of the Framework Nation Concept, which is supported by Berlin.
