As chairman of the State Security Council of Turkmenistan, the president assumes personal authority over the entire military. All decisions related to military affairs are approved by either the president or the minister of defense, serving as secretary of the State Security Council. The State Security Council provides policy and operational guidance in addition to enforcing political control of the military. All military officers report to the State Security Council, which retains the constitutional authority to increase its powers as defined by the president.
