The National People's Congress (NPC) serves as the highest echelon of state power and is responsible for all matters pertaining to national security. The Standing Committee of the NPC decides on proclamations regarding a state of war and on general or partial mobilization. The State Council directs and administrates national defense matters and the Central Military Committee directs and assumes unified military command of all the armed forces. The CMC comprises a civilian chairman, three military vice-chairmen, the heads of the four People's Liberation Army (PLA) General Departments, and the commanders of the three services. The military vice-chairmen of the CMC are the highest ranking uniformed officers and are all senior to the Chief of General Staff. Under the oversight of the CMC are the PLA's General Staff Department, the General Political Department, the General Logistics Department, and the General Armaments Department.
