Vietnam's active military is mostly made up of conscripts who serve terms of two years in the Army and Air Defense formations, or three years in the Navy or Air Force, or some specialist units. The reserves, known as the Strategic Rear Force, number five million. In April 2009, the Interfax news agency reported that Russia's Admiralty Shipyards was planning to produce six Kilo class diesel-electric submarines for the Vietnamese Navy; the story reappeared in December 2009, when it was said to be part of an alleged major arms deal between Vietnam and Russia that will include six Project 636 class submarines; the deal, valued at $2 billion, also included 12 Su-30MK2 fighters and Russian technological assistance in constructing Vietnam's first nuclear reactor. Displacement: 90 tons surfaced, 110 tons submerged; speed: 12 knots surfaced, 8 knots submerged; range: 550 miles at 10 knots surfaced, 50 miles at 4 knots dived; crew: four, plus six or seven divers; may have two short torpedo tubes; built in North Korea; these submarines were originally commissioned in 1991 in North Korea and transferred in 1997 in poor condition; they were being refurbished at Cam Ranh Bay naval base in December 1998; are primarily configured for swimmer infiltration.
