The post World War II situation in Japan was a disaster. In order to survive, the country needed to revitalize its means of production. In 1947, General Douglas MacArthur requested aid and the U.S. State Department sent W. Edwards Deming to Japan to help reestablish Japanese manufacturing. Dr. Deming introduced the concept of "statistical process control" methods in a series of lectures to Japanese executives and engineers. One man in particular, Dr. Kaoru Ishikawa, truly understood the importance of Deming's message. He pushed hard for their acceptance and implementation.
