From Chlorine to Bromine to Fluorine

It has been seven years. In 2006 I wrote that there would be five additions to U.S. EPA's list of solvents which were exempt from being classified as VOCs. I had thought that this surge of VOC-free solvents would prompt interest in their use. As it turns, out, that prediction wasn't fulfilled. The motivating reason was that the list of solvents evaporated: 1. HFE-7300 was marketed as a heat transfer agent, not as a cleaning agent. 2. The EPA withdrew their approval for Benzotrifluoride when new data showed it wasn't qualified. 3. The petitioner for dimethyl suc-cinate unexpectedly withdrew its request. 4. The high boiling point of propylene carbonate made it nearly useless for cleaning operations. 5. The reactivity and flammability of dimethyl carbonate discouraged interest.
