It was the Indian economist, Amartya Sen, who famously expounded the notion of development as freedom - not in the laissez-faire, free-market, let-it-rip sense - but as the removal of constraints on choice and opportunity for individuals, communities and the nation.~1 There is more to development, Sen maintained, than economic growth; GDP is not the be-all and end-all. The people's perception that they have the 'capabilities' to achieve self-respect, contentment and fulfilment counts for much more than material possessions.
