The device has reference architecture for design and development of systems for crisis management. A set of central agents is utilized for distribution of instruction for management of crisis based on a state of the systems for crisis management. A policy is provided for management of crisis by a person incharge of a community. A central crisis manager is provided as incharge of data, and a set of human operators is provided for monitoring data.
