U.S. Ocean Policy and the Uncertainty of Implementation in the 80's: A Legislative Perspective

When historians look back at 1981, at least one is certain to comment on what an extraordinary year it was in Washington, DC. The inauguration of a new President, the establishment of a new regime, and the noticeable changing "personality" of the 97th Congress were events that stimulated the pundits of this political town although they could not save the city's afternoon newspaper. Even the weather—that awful Washington weather—never fully manifested its usual oppressive humidity. In the spring of the year, Washington was perhaps more lovely than usual. The cherry blossoms were radiant, the dogwood bushes unusually impressive, and the parks and open areas along the Potomac between the White House and the Capitol were beautifully embellished by tulips and azaleas. For reasons that some may conclude are directly connected to the new Administration, even the Washington summer was almost bearable.
