The shore duty period is intended to alleviate this system weakness. The environmental officer will need to have a certain level of training prior to being able to take the position aboard the vessel. The shore duty period will provide the opportunity for this training, but will also allow a junior ship officer to get a better understanding of shore operations. This higher level of understanding will result in higher communication efficiencies between ship and shore and reduced stress for all parties.
