In the months following the terrorist attacks on September 11, 2001, Congress demanded the development of a universal biometric ID system-the Transportation Worker Identification Credential (TWIC)-in order to improve security at high-risk maritime transportation-related vessels and facilities. That process proved easier said than done. After years of proposed requirements and public commentary, the Coast Guard has established the final rule under the Maritime Transportation Act of 2002 (MTSA) and the statutory requirements of the Security and Accountability For Every Port Act of 2006 (SAFE Port Act).
