About two weeks prior to the partial government shutdown, President Trump signed into law S. 140, the Frank LoBiondo Coast Guard Authorization Act of 2018 on December 4, 2018, authorizing the funding for the service for Fiscal Years 2018 and 2019. For Fiscal Year 2018 (FY 2018), the bicameral law authorizes: appropriations of $7.21 billion for the operation and maintenance; $2.69 billion for acquisition, construction, renovation, and improvement of aids to navigation, shore facilities, vessels, aircraft, and systems; $114.88 million for the Coast Guard Reserve program; $13.4 million for environmental compliance; and $29.1 million for research, development, test and evaluation of technologies, material, and human factors directly related to the Coast Guard's mission.
