Report Finds EPA Tank Cleanups Not Consistent with Provisions

EPA did not ensure consistent compliance with applicable provisions of the Solid Waste Disposal Act when it awarded stimulus funds to clean up leaking underground storage tanks (LUST), according to a report released by EPA's Office of Inspector General. The report, Leaking Underground Storage Tank Recovery Act Grants Contained Requirements, but Priority Lists Need More Oversight, said EPA "was largely successful" in ensuring that $200 million in American Recovery and Reinvest-ment Act funds it received for the LUST program were used according to applicable laws, regulations, and guidance. EPA failed, however, to consistently implement the Solid Waste Disposal Act site prioriti-zation requirement when it awarded $190.7 million in grants to states and territories to support their LUST programs.
