EPA is crafting guidance to help state and regional officials locate owners of leaking underground storage tanks (USTs) as many states struggle to find owners and require them to pay for tank removal and cleanup at a backlog of more than 80,000 sites, though the experiences of a handful of states could provide additional strategies for finding owners.
