Anyone who has attended a civic event in Dallas in the last 40 or so years - a breakfast, a chamber of commerce lunch, or a ribbon-cutting - has likely heard a version (almost never with attribution) of the above passage from A. C. Greene's 1975 book. Regional leaders use it when conjuring or promoting great programmes of public good. Said and heard enough, it starts to feel real. When it is repeated by someone who is not from around here, say a United States Secretary of Transportation, even better. But bring that hope to life and see what can happen...
