摘要

The floods that devastated the City of Fort Collins, Colorado, in 1997 left no doubt that swift and decisive action had to be taken to prevent a recurrence. The flooding was a result of significant rainfall caused by an upslope storm along the foothills of the Rocky Mountains. Five lives were lost during the flood. Most of the ecomonic damages were a result of structural flood and the subsequent damage to the contents within the buildings. The Colorado State University campus was one of the most severely affected areas, including the library.
