Putting Kampala on the mop

In Kampala, Uganda, property tax was introduced during the 1990s. The city had expanded rapidly and records and cadastral maps were not updated. Half the properties were not documented, and those that were could often not be billed for taxes owing to a poor address system and the inferior quality of the maps. The use of high-resolution satellite imagery to identify properties and register them in a fiscal cadastre has transformed Kampala into a major African city.
