Mr. Suzuki insists that the regulation of the article 8 of "plan de Sauvegarde et de Mise en Valeur" in Dijon in France pertains to the buildings to be constructed on the same parcel without regard to the location of the parcel. However in the safeguarded sector, on a parcel facing street, it is obliged to construct a building in a way that it abuts the buildings on both side in order to restors traditional landscape. Therefore the article 8 is applied only in a parcel located inside a block.
