Land-use management under depopulation tendencies in the Halle-Leipzig region: Challenges for regional and local instruments

Spatial development Is being increasingly influenced by worldwide trends such as the tendency for shrinkage and socio-demographic transformation, and needs to react to these trends. Accordingly, the spatial consequences of shrinkage must be integrated into the planning process. Different spatial patterns can be identified in the core region of 'Central Germany'. This region is a good example of parallel tendencies of both shrinkage and growth. Cities are responsible for the implementation of regional coordinated land-use management, which includes handling urban wasteland. Many best-practice examples in the core region show that spatial planning can basically rely on the acceptance of revitalisation areas by the inhabitants, local planners and by many investors, too. Sustainable regional spatial planning can rest upon a sustainable system of regional land-use management based on the cities. The strategy follows the political principle of subsidiarity and is aimed at cooperative instead of hierarchical forms of planning. Cooperation between communes as well as between cities and regions appears necessary not just to establish the strategy for further spatial development, but also in order to analyse the spatial challenges, to find instruments for the implementation of the goals, and also for the process of evaluation. For all these parts of the planning process, a cooperative method of governing seems to be more successful than a hierarchical one. New regional forms of land-use management have consequences also for the local instruments. The content of this paper follows the research project 'Objectives and transferable action strategies for sustainable regional land-use management under depopulation tendencies' (KoReMi).
