The Romanian model of hospital financing reform

Hospital financing reform started in Romania in 1999, when the Social Health Insurance System was initiated, with the movement from historical reimbursement towards per day payment and later towards case-based payment. The article shows how international projects cooperate in practice with local institutions to develop new systems for health reform.
