Housing Numbers: From Localism Back to Centralism

It has not even been a decade since the Coalition Government of David Cameron and Nick Clegg promoted legislation through Parliament (after unsuccessful attempts to use executive powers) which removed the regional tier of plans. Amongst other things, these plans set binding housing targets for each local authority area. By the Localism Act 2011, regional strategies were repealed (save for the odd saved policy) in favour of a policy agenda of "Localism", a strand of which entailed each local authority area being responsible for the identification of their own housing figure, coupled with a statutory duty to co-operate with their neighbouring authorities in the preparation of individual plans.
