This article has attempted to consider the question: has the Town and Country Planning Act 1990 stood the test of time from the perspectives of plan-making; development management; planning agreements and the enforcement of planning control. In each of the four topics the primary legislation has been changed and subordinate legislation has helped the evolution. In each sphere the courts have, unsurprisingly, had an important role to play.
