America's Waterfront Revival provides a systematic and insightful analysis of four port authorities that have attempted, with moderate success, to diversify their activities and become "new, postindustrial urban development agencies." The author's focus is on port agencies in Tampa, San Francisco, San Diego, and Philadelphia-Camden; but he sets these case studies in the context of a challenge to the existing literature on public authorities, which (he argues) has viewed that species of government as "politically insulated, financially independent, autonomous, and stable over time" (p. 3). The book makes excellent use of public documents and an array of interviews.
