The phrase 'waterfront revival' conjures up a host of meanings, but Brown's account of urban transformations at the water's edge focuses on much less spiritual but equally fiery relationships between those who manage the port and those who govern the city. During the recent period of economic restructuring, many port authorities shifted their dominant concern from shipping, cargo movement and industrial production to the development of urban-oriented projects. These projects — which typically include housing, offices, entertainment, sports facilities, historical preservation and nature conservation — not only have a diversity of functions and infrastructural requirements, but also involve a varied network of interested parties who stand to gain or lose from such projects, which leads to complex and frequently tense relations.
