ACritical Review of the Current State of the Art of Alternative Capital Project Delivery Strategies

Water and sewer utilities are facing an unprecedented amount of pressure to increase capacity and replace aging facilities while minimizing rate impacts. As a result, they are seeking creative, new strategies to accomplish these goals. One such innovative strategy is employing alternative delivery methods for major capital projects. When employed in appropriate circumstances with suitable contract terms and vetted contractors, alternative delivery methods can reduce costs, shorten schedule, control project risk, and improve asset performance. Further, specific alternative delivery methods can also offer opportunities for off-book financing. Thus, alternative delivery is becoming a standard tool for many utilities.
