In conclusion, the gradual expansion of the IMO's role is essentially noticeable from its historical development. This trend is likely to continue depending on the growing number of shipping issues that the IMO has been asked to address in general terms. But this does not mean that there will not be any constraints on further expansion. Scenarios such as expansion that causes overlap with a mandate of another global body, or expansion through the domain of International Law of the Sea, including the UNCLOS, are highly possible.
