ECONOMIC & TECHNO-LEGAL ASPECTS OF SEWERAGE PROJECTS

Implementation of sewerage project generally comes as last infrastructure facility requiring substantial investment of funds by the Authority. With an objective of rational investment of public funds and speedy returns, Technical, Economic & Legal issues need effective linkages in implementation of project in a phased manner and synchronising completion of different components. Once planning and construction activities and methods are identified, the required targets need to be encapsulated in a legally binding contract document. Provision for variations, extension in time limit, compliance with State Policy, price adjustments, interfaces with other contracts and dispute resolution mechanism need special attention while forming a good contract. Thus, the project management and its compatibility with contract management achieve the best implementation of sewerage projects. The paper elucidates above points with examples of sewerage projects handled and observations.
