In May, White House Chief of Staff Josh Bolton issued a memorandum to the heads of executive departments and agencies discouraging them from increasing regulatory activity in the "sprint to the finish" as some past administrations have done. Bolton urged a "principled approach," noting, "we must recognize that the burden imposed by new regulations is cumulative and has a significant effect on all Americans." The memorandum then provides that "[e]xcept in extraordinary circumstances, regulations to be finalized in thisAdministration should be proposed no later than June 1, 2008, and final regulations should be issued no later than November 2, 2008." Inasmuch as public housing agencies are anticipating proposed rules adapting the Public Housing Assessment System to asset management and other rules relating to regulatory reform, the question has arisen whether the White House memorandum will prevent their publication after June 1, 2008.
