Despite the nationwide trend of rising rents, thousands of American families are finding housing they can afford and much more thanks to a program that began as an afterthought to Ronald Reagan's overhaul of the U.S. tax code in 1986. The longest-running success story in public policy on housing is officially known as the Low-Income Housing Tax Credit (LIHTC). It is the only nationwide program for constructing and rehabilitating affordable rental housing in America. It is the key ingredient in everything from new apartments for low-income elders to the rehabilitation of decaying public housing. It provides critical funding for such diverse things as supportive housing for homeless people and the adaptive reuse of unused school buildings for housing.
