Rhode Island has had "mandatory" curbside residential recycling since 1988. Every single family household and up to four- or eight-family residential housing units, depending on local ordinance, has had typical blue recycling containers since 1991. The overall 2012 municipal recycling rate statewide was approximately 19.3 percent according to numbers from the RI Resource Recovery Corporation (RI RRC). RI RRC is the quasi-governmental agency that accepts and markets the collected municipal recyclable material and tracks the recycling rates. Participation rates in RI cities & towns vary. Some towns with full-time coordinators have 90 percent plus participation and 28 percent recycling rates. Everyone seems to be recycling-except for public housing developments.
