Industry-wide changes mean that PHA accounting can no longer go about business as usual. A PHA's structure doesn't necessarily have to change, but how the structure is used must change. For instance, HUD's updates over the past few years have fundamentally altered the approach to affordable housing accounting. For decades Accountants learned the industry's accounting based on a HUD or public model. Now, GAAP and a project-based accounting model is required which means re-training for a large portion of PHA staff. For this to be successful, a consultant is often the best choice. Look for a consultant who is knowledgeable, but who can also connect with staff by training in terms that an Accountant is familiar with. Look for someone who can consult by using reference points that make sense to your particular audience.
