RSPA Issues HM-215E Notice of Proposed Rulemaking: Incorporation of International Provisions and Changes to 49 CFR
The Research and Special Programs Administration (RSPA) has issued a Notice of Proposed Rulemaking (NPRM) in Docket HM-215E, FR67, no.232, p. 72034. RSPA periodically issues rules bearing the "HM-215" designation, to harmonize the Hazardous Materials Regulations (HMR) with the most recent editions of the UN Recommendations on the Transport of Dangerous Goods, the International Maritime Dangerous Goods (IMDG) Code, and the International Civil Aviation Organization's (ICAO) Technical Instructions. This most recent notice proposes to align the HMR with the 12th revised edition of the UN Recommendations, the 31st amendment to the IMDG Code, and the 2003-2004 ICAO Technical Instructions, which become effective on 1 January 2003. RSPA is proposing to incorporate these updated editions by reference in 49 CFR 171.7.
