PHMSA Issues Its International Harmonization Notice of Proposed Rulemaking HM-215N

As always the changes in this HM-215N NPRM are wide-ranging as they reflect two years of effort at the UN, ICAO, and IMO, with additional IAEA efforts. This summary is fairly comprehensive but there are still some changes that were not identified. Many changes are only of interest to a limited few. Hopefully the above discussion will lead those interested to study specific changes further by delving into the changes of interest.
