Limited Quantity Limits - Are they harmonized?

Mr. Wybenga, former Deputy Associate Administrator for Hazardous Materials Safety in DOT, continues his discussion of the quantity exceptions in the Hazardous Materials Regulations through a comparison of requirements of ADR/RID, IMO and 49 CFR. While he concludes that the model regulations have greatly harmonized the requirements and that differences in the air mode have to be expected, he notes some major differences with the RID/ADR that hopefully will be worked out.
