A Review of PHMSA's New HAZMAT Training Program Guide

The Pipeline and Hazardous Materials Safety Administration (PHMSA) recently published a Guide to Developing a Hazardous Materials Training Program on its web site. This guide is to help hazmat employers "determine what type of training and training environment may be best for their employees". This review will look at how well the guide accomplishes its design objective. Hopefully these observations will result in persons suggesting to PHMSA how it might revise the guide to be even more valuable. PHMSA should be encouraged to view this as a work in progress to promote what it already recognizes as a most important safety area - training.
