Chemical Facility Anti-Terrorism Standards -CFATS Reauthorization

It was not long after the Twin Towers fell to the ground that people began to realize that thousands of chemical facilities across the nation presented potentially catastrophic targets for terrorist attack. Hundreds of thousands were potentially at risk of death, but the politics of protecting these facilities was contentious. Finally, in October of 2006 Congress added 14 paragraphs to the Homeland Security Appropriations Act of 2007 authorizing the Secretary of DHS to establish standards for security at high-risk chemical facilities, authority that expires in October of this year. The contentious political issues continue to affect the efforts to extend the effective date of those rules.
