Recent Comments from PHMSA on the Status of Its Special Permits and Approvals Program

At a recent industry meeting, Dr. Magdy El-Sibaie, Associate Administrator of the Pipeline and Hazardous Materials Safety Administration discussed current issues with respect to special permits and approvals and PHMSA's new emphasis on fitness evaluations in granting those requests.rnAccording to Dr. El-Sibaie, approvals will be reissued to individual association members. This will result in an additional wave of applications given the 25 to 35 trade associations involved. Risk will be considered in prioritizing the processing of those applications, and fitness will be considered before issuing a special permit or approval.
