The above provides an overview of the more significant changes coming into effect on 1 January 2011 by way of the ICAO TI. Many are UN based and will also become effective through the IMDG Code where a one year transition period is normally provided. PHMSA has also proposed many of the above discussed provisions for inclusion in the HMR through its HM-231A and HM-215K rulemakings.
