PHMSA Publishes HM-244F Editorial ICorrections and Clarifications Final Rule and Two Notices on Fireworks Approval Policy

On October 2, 2013, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published five rule-related documents in the Federal Register, three final rules amending the Hazardous Materials Regulations (HMR; 49 CFR Parts 171-180) and hazardous materials program procedural regulations in 49 CFR parts 107 and 109, as well as two notices changing agency policy with regard to applying for approvals and certifications for certain fireworks. Two of these rulemakings, HM-258B and HM-258C, are discussed elsewhere in this edition of The Journal ofHazMat Transportation. PHMSA's final rule under HM-244F and its two guidance notices concerning fireworks are described in the following paragraphs.
